Course Members send Mails to Tutors by Using Member Gallery

1 Initial Problem

Problem: In the Course settings it is defined, that only Tutors and Administrators are allowed to send Mails.
While the Member Gallery is activated Course Members can open the Gallery and still send Mails.
This should not be allowed due to the Cours settings mentioned above.

2 Conceptual Summary

If only Course Tutors and Administrators are allowed to use the feature "Mail to members" it should not be possible for Course Members to send Mails by simply open the Members Gallery and send Mails from there.
