Display learning materials of the Profil Target Level and all levels below

[Hide]1 Initial Problem
In a competence profile, only those learning materials are recommended that have been assigned to the profil target level. All other learning materials, including those assigned to lower levels, are not displayed.
Users should go through several competence levels towards the profil target level and not directly reach their target level when editing the learning materials.
2 Conceptual Summary
- At first glance, users should be able to identify the competence level to which the learning materials have been assigned. They should see all learning materials assigned to the target level and all learning materials assigned to the competence levels below the target level.
- If there are no learning materials for a competence level, the competence level will not appear in the Secondary Listing Panel.
- The learning materials are displayed in the following order:
- The lowest competence level is shown at the top and the target level is shown at the bottom and is additionally highlighted.
- When a user has reached a competence level below the target level, the learning materials for this level will vanish. As soon as a user has reached the target level, a success message is shown instead of the learning materials.

JourFixe, ILIAS [jourfixe], 06 JUL 2020 : We highly appreciate this suggestion and schedule the feature for ILIAS 7. We prefer to have a grouping of recommended learning materials by competence levels (instead of a alphanummeric sorting as shown on the mockup).
Kunkel, Matthias [mkunkel], 23 NOV 2022: Thanks for updating the mockups of this article according to the request from the JF. Just one tiny recommendation for the Secondary Listing Panel: The titles in the panels currently consists of the title of the competence only. This is okay when the competence level itself is self-explenatory. But I know at least one usage scenario where the level titles aren't. So it might be better to add a "Level: / Stufe:" in front of each competence level title. Together with the byline this is much easier to understand.
JourFixe, ILIAS [jourfixe], 28 NOV 2022: We highly appreciate the suggested feature and accept it for ILIAS 9. We do not want to add "Level" in front of the level titles. Users should use self-explaining level titles instead.
