LTI Outcome Improvements

1 Initial Problem

The external LTI provider library does not report/throw failure messages in case of errors when trying to send learning progress information to the LTI consumer.
This error handling should be improved.

2 Conceptual Summary

A status table will be implemented which stores information about the success/failure status of sent outcome service calls.
Results of the outcome service are presented in the LTI administration.
