ILIAS Learning Module: Edit Comments in Modal Dialogue

1 Initial Problem

Creating and editing comments is a task that has  a sepcific context. Currently, users have to leave their context i  order to comment on something. This ineffective and make integrating objects into kisok mode scenarios (like ILIAS learning modules) that use comments very hard.

2 Conceptual Summary

Creating / Editing a comment at any place in ILIAS should be done just like adding a new entry to the news time line by using a modal dialogue.  It is already the case for editing public comments of repository objects (i.e. Action menu in ListGUI).
This will make the comment service in the ILAIS Learning module more independant from the current context and users have amore fluent experience (they do not have to navigate back to the page they have been at before).
