Improve Manage-Tab in Weblinks

1 Initial Problem

The current representation of the Manage-Tab in Weblinks is quickly confusing with many Links and should be revised.

2 Conceptual Summary

The Manage-Tab is to be transferred to an ILIAS list view. Links can no longer be edited directly in the Manage-Tab. An actions menu is introduced. The link can be edited via the actions menu. Accordingly, a new editing view is to be introduced.
