Separate the right “User can edit content” from the right “User can edit settings of mediacast”

You can only control the editing and uploading of media objects in media casts using the "Edit Settings: User can edit content and settings of mediacast" permission. If users can edit media objects, they can always change the mediacast settings at the same time.
2 Conceptual Summary
Right “User can edit content” and right “User can edit settings of mediacast” should be separated so that users can upload media objects without having the ability to make settings on the mediacast.

7 Discussion
Kunkel, Matthias [mkunkel], 25 APR 2019: Do you want a clear separation of permissions or only an extraction? Means, shall it still be possible to edit content with "Edit Settings" and "Contribute" just gives one the permission to upload media casts but not entering the "Settings" tab - like it is known from the wiki? Or shall "Edit Settings" only be offered for changing settings (and give access to the "Settings" tab) while "Contribute" only gives the permission to upload and delete videos or similar files?
