Import / Export User Accounts includes position assignments

1 Initial Problem

So far, position assignments (organizational units) are not part of the xml file used/created for import/export users. However, this would be helpful to manage users in organizations.

2 Conceptual Summary

The intention is to extend the user import/export for assigning users to positions.
 
The Import/ Export of user accounts should be extended as follows:
 

• The assignment of users to positions is part of the XML file that is created when exporting a user account.
• If such XML files are imported, the assignments of users to positions in OrgUnits are taken into account.
• There are explicit modes to add and delete position assignments (Attach/Detach).
• Wildcard is possible for Detach.
• A user should be able to be assigned to any number of positions and to any number of OrgUnits with one import.

This feature does not include any user interface modifications.
