Administration setting: Default state of Tooltips

1 Initial Problem

Actually, if an admin imports a Online-help-package, and activate the tooltips: Then every user has the  tooltips activated by default
For some installations/institution, this is welcome. For other installations/institutions, this behaviour is not desired.

2 Conceptual Summary

Fisrt: In the administration > Help System, ILIAS needs a new category: "DEFAULT SETTINGS FOR HELP SYSTEMS"

In this category, two settings/actions should be available.

a) A functionality/option "Personal Settings" with the following byline: "If enabled, tooltips are shown to new user per default (only German language tooltips available). Users can (de)activate this option in their Personal Settings"

b) A "Set Mode"-option for administrators: with two options: Option a: Activate tooltips for every user, Option b: Deactivate tooltips for every user.

Option b) gets a warning

Are you sure that you want to activate the tooltip for every user?
(WARNING: This is an irreversibly action)

Are you sure that you want to deactivate the tooltip for every user?
(WARNING: This is an irreversibly action)
