Abandon RSS Feed Block on Personal Desktop

1 Initial Problem

The RSS Feed Sideblock is rarely used and stands in the way of the Page Layout Revision. 

2 Conceptual Summary

The possibility to add new Webfeed on the Personal Desktop should be abandonned. 
The Webfeed Side Block should be abandonned accordingly.
