Create internal news using webservice

Some software outside ILIAS should be able to create internal news in groups, courses and catagories using the SOAP interface.

We imagine this to be very trivial. Only CD methods are needed.

JF 11 Jan 2010: What do you mean by CD? Create delete? We would need update as well. In general we would like to revise the SOAP interface completely as soon as possible, but we do not know whether we can afford it for 4.1 already. For the news methods we should not need more than one person day.
