Creating substyles should start with values of parent style

1 Initial Problem

When you start to create a substyle from a parent style, ILIAS offers delos values again instead of the values of the parent style. It would take a lot of time to compare and to copy and paste the values in order to design a substyle that fits into the parent style design. 

2 Conceptual Summary

When you start to generate the substyle, you should be able to choose between starting with delos or parent style values. Dropdown menu or radio buttons.

Hi, it is my first feature request and I hope that it is quiet sufficient since I cannot give further technical ideas or informations on how to solve it. it is related to the bug reported here: https://mantis.ilias.de/view.php?id=24230.
