inform admins when membership request has been withdrawn, not only after it has been requested

1 Initial Problem

Course admins might get confused when they are informed via e-mail, that a person has requested membership to a course - but shortly after that has withdrawn the request: The course admins get an e-mail for each request, but no e-mail for the withdrawal.  When they follow the link in the "request-e-mail" the person named in the e-mail cannot bei found anymore.

2 Conceptual Summary

There are several possible solutions.  A simple one would be to send an e-mail to course admins for membership request withdrawals, too. 

(Another would be to still show the user in the "membership" tab of the course, but with some icon / text saying: "request withdrawn"; this entry might then be automatically removed after a span of n days after the withdrawal.  But this solution seems rather complex for this kind of problem.)
