Link No-Permissions-Indicator to Permissions-of-User

1 Initial Problem

When administrators work with courses they sometimes stumble accross users with no permission to enter the course. This is currently indicated in the course members list.

However important information is not available there and can only be found in "Course > Permissions > Permissions of User". This useful feature is very hard to find, if you don't know about it.

2 Conceptual Summary

The no-permission-indicator should become a link to "Permissions of User". The user in question should be used for the query.

Kiegel, Colin [kiegel] 2018-09-27: I'm not sure if other objects could benefit from this, except courses, groups and maybe sessions.
