Interactive Video - New Permission / Setting Add Question

[Hide]1 Initial Problem
It si not possible to realize scenarios in which students are supposed to add questions to a video without granting the access to the answers / comments of all other students by giving the "write" permissions of the IV.
2 Conceptual Summary
A new setting and permission should be introduced called "Add Question".
- The permission grants every user without with "read" permissions the possibility to add questions to a video.
- This permission can be triggered through a setting below "Add Comments" on the Settings Tab or thourgh the permission management table.

- Settings screen receives a new setting "Add Question"
- Playback-Screen: if a user has the "add question" permission and commenting is enabled for "normal" users, the text input below the video is not shown. instead two buttons "Add Comment" and "Add Question" should be shown.
