Streamlining Checklists

1 Initial Problem

For a ILIAS 5.4-feature (Workflow for Personal Profile) another checklist is introduced. With this and anyway, checklists in ILIAS are not identical in form and function.

2 Conceptual Summary

All existing checklists should be based on the new UI Workflow.
