Always show full name instead of login

1 Initial Problem

If the personal profile is deactivated, ILIAs currently shows the login anywhere to identify the usr. This creates security concerns and diminisched to chance for learners to collaborate effectively.

2 Conceptual Summary

ILIAS should display the full name of a user regardless of whether the user's profile has been activated or not.

This behaviour should be activated through a new setting in the USer Account Administration "Show full name instead of login" to allow administrators to stick with the current behaviour.
