1 Initial Problem

The underlying problem is the same like in Creating a Portfolio from an Assignment. There are a lot of steps ILIAS presents.

Click on [Create Portfolio from Template]. (via ActionMenu in Repository or via PrimaryActionButton in Portfolio-Preview if only Read-Permission)
ILIAS presents a list of Portfolio Templates and an option to create a portfolio without template. (That's confusing.)
User selects a Template and hits [Create].
- If the Templates happens to comprise a Blog or Competences,
  - ILIAS presents another form aksing to a) provide a title for the new Blog, b) Use existing Blog, c) remove Blog Page
  - ILIAS presents the selected Competences to be unchecked.
ILIAS presents the Content-Tab of the Portfolio (custom titled in second Step)

2 Conceptual Summary

If the Portfolio is created from a Template, the new Portfolio automatically get titled.
If this Template comprises Competences, these Competences will automatically be inserted into the respective portfolio page and the Personal Desktop > My Competences. Users could easily remove both if they choose to do do so.
If the Template comprises a Blog, the blog is automatically titled according to the title given in the Template.

This would sacrifice unwanted flexibility during the creation process. While titles can always be changed later on in the respective Settings-Tabs.

The Creation on "New Portfoilo" Dialogue in Portfolio on Personal Desktop should take the old workflow till step 2. (look to initial problem).
By Click [Create] you get to Step 4. Only difference: User can give individual title to new portfolio.

JourFixe, ILIAS [jourfixe], 23 APR 2018 : We highly appreciate this suggestion and schedule it for 5.4. Please add an info message to the portfolio template that clarifies that the title given for the template is re-used as default title for every portfolio created from this template and that the blog title is als re-used for every blog in such a portfolio. This will help to avoid misunderstandings.
