Carry-over text into Comments

1 Initial Problem

In ILIAS 5.3 comments are added to a whole page. Sometimes it is hard to pinpoint to what partc of the text the comment refers. 

2 Conceptual Summary

If users highlight parts of content including text and then adds a comment, then these highlighted bits of the text are carried-over into the Comment as a quote that precedes the comment text.

Killing, Alexander [alex], 24 Jan 2018: Starting point for implementation could be code like this. In general we are limited to what the browser provides as a selection. Certain DOM elements stop a dragging a selection into it. We will only provide plain text in the input text area.
