Improve Send mail to inform user about changes

1 Initial Problem

Incorrect use of the checkbox "Send mail to inform user about changes" in the user management.

2 Conceptual Summary

If an admin makes any changes in a user account, he or she can inform the user about the changes using an automatically generated e-mail. At the moment, the admin has to activate the checkbox „Send mail to inform user about changes“ and then click „Save“. Since this is a one-time e-mail, the activation of this checkbox does not remain. Normally, checkboxes in ILIAS are consistent. It would be helpful to have a button for one-time actions.

3.2 User Interface Details

The checkbox „Send mail to inform user about changes“ should be removed from the EDIT USER view.

After saving the changes, the admin should be asked if he wants to notify the user. By pressing the button „Send Mail“, the user is informed about the changes in his profile.
