SOAP: add methods to manage org units and user assignment

1 Initial Problem

Org Units are not included in the SOAP Webservice yet.

2 Conceptual Summary

SOAP methods are added to add / update Organizational Units in ILIAS.

In order to assign or unassign objects to Org Units either additional SOAP (e.g. addOrgUnitUser) are added.

This feature does not include any user interface modifications.

7 Discussion

Jackisch, Ingo [jackisch] 2018-04-27: Since 5.3 ist is not longer possible to use the SOAP-Calls which adressed the local roles within the OrgUnit to get/set users list for employees and superiors, since the positions feature was introduced. Fur DHBW it would be highly desirable to supplement this behaviour accrding to the new positions feature
