Learning Module: Option for Starting Behaviour

[Hide]1 Initial Problem
With the feature Continue as default learning modules always start at the last position of the user, when its title is being clicked. Unfortunately for some institutions / scenarios this is not an acceptable behaviour (here: machinery documentation).
2 Conceptual Summary
A global setting should make it possible to switch between two behaviours when clicking on the title of a learning module:
- Start at the position when the learner has left the learning module last time (current behaviour in ILIAS standard)
- Start at the beginning.

3.2 User Interface Details
Administration > Learning Resources
- New drop down option "Starting Point for ILIAS Learning Modules", Options "First Page" and "Last Visited Page".
- Depending on the setting clicking on a learning module title will bring the user to the first page or to the last visited page.
