Move entry Organisational Units from Administration to base-level 

1 Initial Problem

OrgUnits play an important role in business-context; usually regions, departments or other units are managed by their respective supervisors or otherwise responsible staff.
This said, need frequently arises to grant access to Organisational Units for certain users. 
So far the MainMenu entry "Administration" has to be visible for those users. Further more, "General Settings" will also be visible.

2 Conceptual Summary

We would like the menu item to be accessible on root-level of the main menu (neccessary rights assumed).
Behavior / sub items would be just like "Repository", with an option for "Organisational Units - Home" and a history of visited items.

Since it's the main menu, all views would be affected;

AT 2017-03-30: Have you thought about using the MainMenu Plugin for this? 
It might be just about to be integrated into the tunk.
