Evaluator Instructions for IndividualAssessment

1 Initial Problem

The job of supervisors and evaluators in an IndividualAsessment is to judge the performance of people, often in a live situation and with complex criteria.
Even for routined professionals who are very familiar with the task at hand, it is helpfull to provide assessor with guidelines and checklists concerning criteria, weightings and overall directions.

2 Conceptual Summary

The idea is to have a (text-)section on the rating-page of IndividualAssessment (ilManualAssessmentMemberGUI) in which the evaluator finds neccessary information and further materials to guide him/her through the assessment.
Also, certain materials should be downloadable, i.e. to print out a checklist.
Instructions are the same per instance of IndividualAssessment.

3.2 User Interface Details

3.2.1 Input/Administration

A new SubTab under "Settings" will host an editor-input as well as an upload input.
Already uploaded files will be shown as ul-list.

3.2.2 User View

Instructions should be visualized as a Panel(report) with a headline "Instructions", downloadables as Card entries.
Preferably the panel could be collpased/expanded in accordeon style.

The panel will display text (html-) data as provided in the settings-tab.
Downloadable files will be visualized with their respective filenames as card entries.
A click on a filename will download the file.

The current form will still be availabale in the second sub-panel.
