OAuth2 support

1 Initial Problem

Work on coupling CampusConnect to the CAMPUSonline campus management system revealed the future necessity for ILIAS to support OAuth2 when connecting to the CMS as a result of ECS create or update messages.

2 Conceptual Summary

OAuth2 should be implemented for connection to the CMS ECS participant. This should be a per participant option. The possibility to set this for the one possible CMS participant would be sufficient. 

3 User Interface Modifications

3.1 List of Affected Views

A checkbox has to be added to the CMS participant config screen.

(I do not know whether OAuth2 needs further basic configuration which might happen elsewhere.)
