Enable Content Snippets in General

1 Requirements

Content snippets are a great feature, the more since they can also be used in container pages. However, most users aren't aware of this feature, maybe due to the unimpressive title.
In the framework of rethinking default database template settings, I suggested to enable content snippets by default.
The JF decided that we should even go beyond that proposal and abandone the setting, making CS enabled in general, without any necessary setting.
So, here is the respective feature request.
