Hide Profile-Scheduled Competence Levels before Self-Assessment Data Exist

1 Initial Problem

In addition to the FW article Show Profile-Scheduled Competence Levels on Personal Desktop, here comes a feature request built upon it:
In case profile-scheduled[1] competence levels appear in "Personal Desktop > My Competences" automatically, it will often be desirable to hide those scheduled levels from users as long as they haven't provided any self-assessment because otherwise they could be biased by the expectations of the profile.
However, this will surely not be applicable in all scenarios

So, we suggest to introduce this functionality in a configurable way.

3 User Interface Modifications

3.1 List of Affected Views

• "Personal Desktop > My Competences > Competence Profiles" (yet to be introduced, s. Show Profile-Scheduled Competence Levels on Personal Desktop)

3.2 User Interface Details

• System administrators may activate a setting "Hide Competence Profile Data before Self-Assessment" in "Administration > Competence Management > Settings".
• With this setting activated, the "Competence Profiles" tab in "Personal Desktop > My Competences" does well show the competences associated with the profile but hides the rows in which the scheduled (i.e. demanded) levels are displayed. Only after a self-assessment has been made by the user, may it be via "Personal Desktop > My Competences" or in the framework of a 360° feedback survey, a competence reveals its scheduled level.<br>Thus, there might well be situations in which some competences of a profile already reveal scheduled levels while others still hide them.
