Abandon AICC and HACP support

1 Requirements

The ‘Computer-based training committee (AICC) has been closed in 2014 and the AICC standard is no longer maintained, incl. the test suite for AICC learning modules (see https://github.com/ADL-AICC/AICC-Document-Archive), see also Mantis 17780.

In December 2015, the responsible maintainer, Uwe Kohnle, requested to abandon AICC and HACP support with 5.1 and the Jour Fixe decided at December 21, 2015 to declare AICC and HACP as deprecated and to abandon both standards with 5.2.

The removal of AICC and HACP support shall include the removal of no longer needed code and language files.
