logout reminder

1 Requirements

If a user moves his cursor quickly in the vertical axis to the top, a note at the top should appear, saying
"If you want to leave ILIAS, please use the logout-Button to logout!"

The user do not need to dismiss the note, it disappears by itself after X seconds.
The message should appear at max one time in a single session.
