Improve feedback setup in self assessment questions of ILIAS LM

This feature request is based on Mantis #16998.
2 State Right Now
When I add a question to an ILIAS LM, it's possible to add "Feedback" in the respective tab. But that feedback is getting ignored if I don’t also "Disable Default Question Feedback" in the LM settings.
If I disable this feedback, ILIAS will show a message in the "Feedback" tab: "Das Standard-Feedback ist zur Zeit in den Einstellungen des Lernmoduls deaktiviert." The downside of this setting is that I now have to add a custom feedback to each and every question in the LM. If not, ILIAS cannot fall back to the default feedback but will simply display a black line (see screenshot).
3 Suggestion for 5.2
My suggestion is to discard the setting and implement a new, simpler behavior:
- As a default, ILIAS always shows standard feedback.
- If a user adds a custom feedback to a question, only that feedback gets displayed.
- The possibility to show BOTH standard AND custom feedbacks gets discarded.
- There is no setting required.
- An information message gets displayed in the feedback tab: "If you enter feedback here, it will get displayed instead of the standard feedback."

5 Discussion
Zenzen, Enrico [ezenzen], 05 SEP 2022: This request no longer fulfills the requirements of the Feature Wiki. In consultation with the maintainer I change the status of the feature request to "Redundant / outdated". If the request is still relevant, please update template and mockups.
