Preset notification of blog posts

1 Initial Problem

Blogs (especially Repository-Blogs) are used as one-way communication channel. But there is no way to ensure that everyone gets all the information: Currently, only users that did activate the notification for a blog are informed about new posts. 

2 Conceptual Summary

Forum within Groups or Courses offer a "Notifications"-subtab.

Blogs in Groups and Courses should also feature this subtab: Users with "Edit Settings"-permission should be able to define notfication behavior. 

As a result, users do not have to manually activate notifications.

Since we are lacking a general implementation for these kind of settings, the implementation would be more or less like the forum implementation.

Killing, Alexander [alex], 7 Feb 2017: I support the idea in general. Question is, if an implementation like in the forums is acceptable.

JourFixe, ILIAS [jourfixe], FEB 13, 2017: We appreciate this suggestion and schedule it for 5.3. We would like to have the labels streamlined (forum and blog). The third option of the forum ('Members are notified automatically. Deactivating notifications can be allowed for each member individually.') shall not be implemented.

Kunkel, Matthias [mkunkel], FEB 23, 2017: A third module where such a preset notification would be tremendously helpful is the wiki. Therefore I have created another feature request 'Preset notification in wiki' and suggest it for 5.3.
