Present (manually created) news on course content page

This feature request is related to other feature requests that target other itmes in the sidebar of container pages. The goal is to have the opportunity to use the full width of the page while having these features enabled:

1 Initial Problem

It is very easy to overlook news items , especially such that have been created "manually" by course admins / tutors, if a container page has been customised heavily or if there is lots of other content. The newsblock is forced to be displayed in the sidebar. Course admins only have the choice between disabling the news and liveing with it in the top right corner, where it causes a rather large area of whitespace in its otherwise empty column.

2 Conceptual Summary

The page editor should get a new option "Insert News Block" if the news block has been enabled for the respective container. If the newsblock is enabled and if it has NOT been inserted anywhere on the page, it will still be displayed in the sidebar.

If the newsblock has been inserted somewhere on the page, it will only be displayed in this spots / these spots (multiple inserts possible). This follows the pattern of how objects are shown when they have been assigned to item groups and sessions.
