Switch off Content Search but still search for Users

1 Requirements

In a vocational training setting participants can not roam a platform and look into courses. They are assigned to their course and are not supposed to search for content that is provided in other courses.
However they are encouraged to get to know their fellow course members.
 
For such a setting it would be required to switch off the content search altogether in the administration. To allow only the user search being accessed via the magnifier icon. The filter of the user search shouls be configurable to cover only "My Courses".
 
It would be lovely if the results of this kind of user search would provide an opportunity to write a mail to that person directly from the search results list.
