Revise Permissions of Role Templates

1 Requirements

The predefined Role Templates for Course Administrators (il_crs_admin) and Group Administrator (il_grp_admin) should be changed:
The permission "User can change permission settings" should be taken away from them for all objects.

• This would greatly reduce anxiety issues: People see the tab and are intimidated. They do not feel up to it but obviously somebody thinks they are. Somebody has provided them with it and now they should be able to work with it. Even if they never touch it and just have a look at it, they feel overwhelmed. Do not intimidate them.
• This would greatly reduce support effort: These people are actually NEVER trained in permission handling, they have access to the persmission tab and they make a mess while trying to achieve their goals. Do not allow them to tinker with

Please change the Role Templates and annouce this big time so people know what is coming at them.
 
But please support the majority of users who do not want to, should not and are incapable of dealing with permissions just because they happen to be teachers. Please cut short the tiny minority of teachers that want to mess around using the system's full flexibilty .

Zenzen, Enrico [ezenzen], 03 AUG 2022: This request no longer fulfills the requirements of the Feature Wiki. In consultation with the maintainer I change the status of the feature request to "Redundant / outdated". If the request is still relevant, please update template and mockups.
