Automatic Link Generation / Connection to Link Resolvers of University Libraries

Almost every university library runs a link resolvers that pints users to the relevant offer / item / ressource in their collection or tha points to items at other available places / libraries.
Thus, it makes sense to use the data that is already available in a structured format in the bibliographic lists to create OpenURL URLs that trigger the link resolver of an institution / library. This means, that for every item on a bliographic list, a link to the ressource at the respective instituion is being created. Lecturers / users do not have to do anything but upload a bibtex / ris list, and links to the legally available ressources of the uni / library are created "auto-magically".
For those institution who use a SSO mechanism like Shibboleth this might lead to instant access for students, without having to log on again, to those ressources that have already been licensed as a online ressource of an institution. Besides this, the general acceptance and usage of the bibliographic module might be boosted as this feature makes it more attractive for a wider range of users (and thus less PDF scans have to be uploaded).
1.1 Basic requirements
Some things need to be configurable system-wide for an ILIAS installation:
- the BASE URL of the link resolver, i.e. http://www.redi-bw.de/admin/linkresolver.php in our case
- OpenURL format in which the request is sent: either OpenURL 0.1 (for downwards compatibility, simpler to implement) or OpenURL 1.0 (the current standard)
- the encoding of the data: UTF-8 vs. ISO-8859-1 (the best option would be UTF-8, if I had to chose)
- a systemwide logo that is used as the link in the bibliograpc list
