Mark schema: change marks when Access to Test Results is set to never

1 Description

As soon as a test has been run by learners, the tutor can only change the mark schema if a score reporting date is enabled and the reporting date is not yet reached.
 
We would like to change the mark schema after the beginning of the test, but decide about the reporting date later. Therefore, it should be possible to change the mark schema if either a date is specified or if "Access to test results" is set to "never".

JF 17 Feb 2014: If it is not possible to change the mark scheme when the reporting date is set to "Never", this would be considered as a bug. Please report it into Mantis.
