Consider User Language in XML Import for New User Notification

1 Requirements

Missing feature in ILIAS

Scenario:
- System language is English (i.e., for example, new users are created with English as user language , if you do not explicitly specify otherwise).
- The 'New Account Mail' (i.e., the configurable version of the mail that is sent to new users) is available in German.
- Via Excel / XML, users are imported with German language.

ILIAS does NOT offer to send the 'New Account Mail', although it is configured for the language that you want to assign.
This is ONLY offered if the system language is German.

This is a problem:
Imagine a multilingual installation, default is English.
However, german-speaking users are supposed to use the system in German, so they are created with German language.
For these users, you can not use the function 'New Account Mail' at all.
 
Therefore, it would be desirable that ILIAS considers the user language stated in the XML import file for the function 'New Account Mail'.
