Better Integration of Workspace with Repository

1 Requirements

The personal Workpace in ILIAS would be a lot more useful if the following things were possible:
 
- to LINK a file from the Workspace to one or more courses in the magazine-area.
- to LINK a folder from the Workspace to one ore more courses in the magazine-area.
- to put a "lock" on a file or folder so that only the owner has editing rights
 
This is the Scenario behind it:
A Lecturer has certain documents that he uses in every course, every year. So he wants to store them in his personal Space and link the files/folders to the course(s) he wants. At the moment he can link files between coures but he does not have a central space where he can keep those files. Unfortunately it is not possible to link a folder, neither in the magazine area, nor between the "my workspace" and the magazine- area
And whats more important: If there are more lecturers in the course at the moment those lecturers also have the right to change / delete the linked file. But the lecturer does not want Co-Lecturers or Staff-People to mess with his files. So the "lock" should prevent that.

SIG E-Portfolio, 23 Jan 2015: The SIG sees a need for offering the entire content (files) of a My Workspace folder in a course / group. At the time being, a user needs to select every single file to move them into the repository. Similar to the course copy process, the folder could be copied but the files linked.
 
Additionally, it would be nice if an owner of a file could move his files in My Workspace, too.
