Design for the Maintenance Page

1 Requirements / Description

The maintenance page of ILIAS currently has no design at all: It is just black text on white background.
 
We propose to add design to the maintenance page. Of course the maintenance page must not rely on any database connection or high-level functionality of ILIAS whatsoever. The maintenance page must stay as robust as it is now (i.e. be functional when ILIAS is broken).
 
Idea for implementation:
* The ILIAS-Setup does not rely on a database connection or other high-level ILIAS-functionality - but it has design. We would like to extend that same approach to the maintenance page (needs further analysation and discussion).

JF 18 Feb 2013: We agree that this page should be improved and postpone the discussion to a JF where Jean-Luc participates.

JF 15 Apr 2013: We would like to schedule this for 4.4, but still need a discussion with Jean-Luc.
