Role-based Activation of Portfolio

1 Initial Problem

At the time being you can only activate the "Portfolio" functionalities for all users of an installation - or for no one. But in some institutions there is the need to offer these features only to users of specific (global) roles - like we know it already from the mail or search feature.

2 Conceptual Summary

Portfolios

• In the General Administration > Portfolios the PD-entry Portfolio can be globally activated or be activated based on assignment for a global role. 
• Only for those roles for which the porfolios was activated it is presented. 
• If the use of Portfolios is limited to certain roles, users editing an exercise must be informed about the fact that some or all of their articipants may not be able to complete portfolio assignments.

Wolfgang Hübsch, 11. Mar 2013: Es sollte auch die Möglichkeit geben, dass bestimmte Rollen keine Gruppen mit Leserechten für die Anonymous-Rolle erstellen dürfen. Bei Installationen, in denen z.B. Schüler auch Gruppen erstellen dürfen kann dies zu echten Problem führen,  wenn z.B. damit kopiergeschütztes Material getauscht wird.

Portfolio Meeting, 26 June 2013: No one of the participantes of the meeting (including HS OWL) currently has the need to have this implemented. The settings for the public area and general activation of the portfolio and workspace feature is sufficient for now. The feature will be postponed until anyone puts it on the agenda again.

M.Bolten, 2013-07-29: In Schulen wird es benötigt, diese Funktion, die ja eine Publikationsmöglichkeit lokal wie auch in das Internet bereitstellt, rollenbasiert frei zu schalten. Oberhalb von 13/14 Jahren ist die Sache durch eine BGH-Urteil geregelt, für jüngere Schüler - Klasse 5-7 - ist das kritisch. Daher wäre für die "Zielgruppe" der weiterführenden Schulen die Funktion mehr als wünschenswert.

AT 2015-02-18: I have a client that needs this feature at least for "My Workspace". I put this on the Jour Fixe Agenda for 5.1.

AL 26.07.2018 A Role based activation would be fine for the "whole Block": My Workspace, Portfolio, My Competences, Learningprogress.
For example: We have Users and Tutors that only use "Communicational Courses" - they dont need any of these features.
