Select users will always be notified when a new appointment was created

1 Description

I want to add a third possibility to inform users when a new appointment was created. The course- or groupadmin should be able to select a bunch of users that will always be noticated when a appointment comes in. The selection should be permanent.
 
Some users may need always to be informed about new appointments (our secretariat), some never.
