Notification message framework

1 Description

Often it would be helpful for (global) admins to display notification messages to certain user groups/global roles on certain areas/sections in ILIAS (eg. personal desktop, mail or even "system-wide" below the main menu). Optionally these notifications might have a start and end date and the possiblites for the users, to "close" or "remove" the message by clicking eg. on a litte "x".
 
One example use case that (re)kindled this idea: Our (new) students quite often and seemingly at an alarmingly growing rate expect to be able to access their university e-mail account via ILIAS and so I'd pin a permanent message to that effect in the mail "section" for the global student role.
 
Notifications about planned maintanence windows on the personal desktop (or as a global notification the proposed slot between main menu and content) for all global roles probably would be another common scenario. (Of course you can use the text/media editor in the repository for that kind of stuff, but I'd expect that quite a lot of users often have no reason to visit the repository (start page) in their day-to-day use.)

JF 25 June 2012: We like the general idea, but more conceptual work would be needed before we schedule this for an ILIAS release. Please contact Databay, they implemented a new notification system for the new chat. Maybe we can use/extend this implementation.
