Posting Activation for First Posting of a Topic

Forums can be configured in a way that postings have to be activated by a moderator in order to appear in the Forum (for other users than the author and those with "Edit" permission).
Up to now, however, this function only covers postings that reply to another posting but not to the first postings of a new topic.
Thus, the functionality can only be maintained by refusing the "Add Topic" permission to users.

hinzh, July 22nd 2013: To be clear with possible workflows we need to have a look at the permission "Add Topic" as well:
 
As told this permission can be completely refused for users. But there is neither a possibility to moderate the first posting to a new (admin generated) topic nor to moderate a new (user generated) topic itself.
