Keep language selection of user agreement for account setting

1 Requirements

Students from abroad have difficulties to change their ILIAS language setting. We are using shibboleth based login and have no public area.
 
As the default language is for example german and they are not able to understand german language, it is difficult for them to reach their personal settings for switching the language.
 
The solution would be to have a language selection at very first login, e.g. on the same page, where the user agreement is shown. It would be sufficient to remember the selected language for reading the user agreement as language setting for this user account.
