Comments in PDFs

When working with Texts in PDFs it would be nice to support reading the texts and learning from it by givinglearners the task to comment und underline the text.
 
Some Plattforms already support this feature, e.g. by embedding the functionallity of crocodoc..
I am not sure, if embedding or establishing an interface to this external service would be a solution, but i would appreciate the functionallity:

• upload a pdf
• preview a pdf in the browser
• comment and mark-up text-passages
• see which user commented and markuped which passages
