Integrate user-defined data into registration notification for admin

1 Description

In "Authentication and Registration", users can be defined who receive an automatically generated e-mail when users register themselves for an ILIAS installation.
This e-mail contains some but not all of the stated user data: The "obligatory" status of a user data field controls which data appear.
However, with user-defined data fields, this doesn't work up to now: Even if such a field is obligatory, it won't appear in the notification e-mail.
This should be changed in order to have a consistent functionality.
