Geschäftsordnung für Special Interest Groups

Die ursprünglich ad hoc entstandenen Special Interest Groups (SIG) haben sich als potentes Werkzeug erwiesen, um innerhalb der ILIAS-Entwicklung bestimmte Themen konzertiert voran zu bringen und den Austausch zu fördern.

Der ILIAS open source e-Learning e.V. weiß die Arbeit der existierenden SIGs ausdrücklich zu schätzen. Folgende Regeln sollen dazu dienen, die SIGs langfristig als wertvolles Werkzeug in der Arbeit des Vereins und der ILIAS open source-Community zu verankern, damit der Wichtigkeit dieses Instruments Rechnung zu tragen und sowohl die Kommunikation mit dem Verein und dem Jour Fixe als auch den Erhalt des in den SIGs akkumulierten Spezialwissens zu sichern.

Eingaben und Ideen von Individuen und nicht als (offizielle) SIG organisierten Gruppen sind im Jour Fixe und in der ILIAS-Community auch weiterhin gewünscht.

Die zum Zeitpunkt der Verabschiedung im März 2013 bereits bestehenden und bekannten SIGs werden als solche anerkannt. Gleichzeitig werden diese SIGs darum ersucht, dass sie sich die Geschäftsordnung zu eigen machen.

(1) Eine Special Interest Group (SIG) wird vom ILIAS-Verein auf Anfrage einer oder mehrerer Personen eingerichtet, um bestimmte Anliegen oder Themen der ILIAS-Entwicklung und des Einsatzes  von ILIAS zu untersuchen, zu prüfen oder Handlungen einzuleiten.

(2) Gründung und Mitarbeit/Mitgliedschaft (in) einer SIG sind nicht an die Mitgliedschaft im ILIAS e.V. gebunden.

(3) Eine SIG bereitet ein Anliegen oder Thema für die Umsetzung auf.

(4) Die SIG wählt eine Leitung, sowie eine Stellvertretung, welche die Leitung bei Abwesenheit vertritt.

(5) Die SIG-Leitung betreut einen Kurs im ILIAS Information Center (www.ilias.de), pflegt damit dort eine Mitgliederliste der SIG und hält dort alle Dokumente bereit, welche für den Zweck der Gruppe erforderlich sind. Die Administration des Kurses kann an Mitglieder der SIG delegiert werden.

(6) Die SIG-Leitung beruft die Treffen ein. Auf Wunsch von mindestens zwei SIG-Mitgliedern wird ebenfalls ein Treffen einberufen.

(7) Die SIG-Leitung oder eine von ihr bestimmte Person erstellt ein Protokoll des Treffens, das für alle Mitglieder der ILIAS-Community einsehbar ist.

(8) Alle SIG-Kurse auf ilias.de sind offen. Mitglieder der ILIAS-Community können jederzeit beitreten. Ausdrücklich erwünscht und erlaubt sind auch passive SIG-Mitgliedschaften zu Informationszwecken.

(9) Wenn eine SIG länger als ein Jahr inaktiv[1] ist, gilt die SIG als geschlossen.

• Die SIG-Gruppe auf docu.ilias.de bleibt zu Dokumentations-, Informations- und Kontaktzwecken dauerhaft erhalten, wird aber mit einem entsprechenden Hinweis versehen.
• Die SIG kann auf Antrag an den Vorstand reaktiviert werden, sollten ursprüngliche oder neue Mitglieder die Arbeit am Thema fortführen oder falls neue Entwicklungen eine Fortsetzung der Diskussion bedingen.

(10) Eine SIG kann die Geschäftsordnung für ihre Zwecke erweitern, diese zehn Regeln jedoch nicht ändern.

Rules of Procedure for Special Interest Groups

The Special Interest Groups (SIG) that were originally formed in a rather ad hoc manner, have proved to be a potent tool for making concerted progress on particular topics within the ILIAS development and for promoting the exchange of ideas.

The ILIAS open source e-Learning e.V. strongly appreciates and values the existing SIGs. The following rules are intended to help anchor the SIGs on a long-term basis as valuable tools for the work of the society and the ILIAS open source-community, taking into account the importance of this instrument and regulating and safeguarding not only the communication with the society and the Jour Fixe but also the special knowledge accumulated by the SIGs.

Input and ideas from individuals and groups that are not (officially) SIG-organised will continue to be welcomed in the Jour Fixe and the ILIAS-Community.

The SIGs that are already in existence in March 2013 at the time of the adoption of these rules of procedure, will be recognised as such. At the same time, these SIGs will be requested to adopt these rules of procedure.

(1) A Special Interest Group (SIG) will be set up by the ILIAS Society, if requested by one or more persons, to examine, test or take action on particular areas of concern/interest or topics pertaining to the development or application of ILIAS.

(2) Membership of ILIAS e.V. Is not required to set up or work in/become a member of an SIG.

(3) An SIG prepares an area of concern/interest or topic for implementation.

(4) An SIG is to choose a leader and a deputy leader who will represent the leader in case of absence.

(5) The SIG leader is to run an ILIAS-group in the ILIAS Information Center (www.ilias.de), maintain a membership list there and make available all documents that are needed for the specific purpose of that group. The administration of the group can be delegated to other members of the SIG.

(6) The SIG leader calls the meetings of the SIG. Meetings can also be called upon the request of at least two other SIG members.

(7) The SIG leader or person chosen by them, is to keep the minutes of any meeting. These minutes should be viewable by any member of the ILIAS-Community.

(8) All SIG groups on ilias.de are open. Members of the ILIAS-Community can join at any time. Passive SIG memberships for information purposes are allowed and expressly welcomed.

(9) Should an SIG remain inactive for longer than one year [1], it is considered to be closed.

• The group on ilias.de remains in existence permanently for purposes of documentation, information and contact, but will include a notice of its inactive status.
• Should the original or new members carry on the work on the topic of the SIG, or should new developments warrant a continuation of the discussion, the SIG can be reactivated upon application to the board.

(10) An SIG can extend the Rules of Procedure for their own purposes, but may not change these 10 rules.
