ILIAS as a Competency and Skills System according to the European Skills / Competences qualifications and Occupations Framework: From Current to Future State.

The European Government is promoting Workforce Mobility throughout Europe for European Member States via the Erasmus+ program to support education, training, youth, and sport in Europe. It has an estimated budget of €26.2 billion. This is nearly double the funding compared to its predecessor program (2014-2020). The 2021-2027 program places a strong focus on social inclusion, the green and digital transitions, and promoting young people’s participation in democratic life. A key aspect is that competencies and skills acquired in schools across Europe are harmonized to allow for social inclusion. Another important aspect is digital transition, where various tools can be integrated to create a learning ecosystem that allows for harmonization of learning & training infrastructure.

Three use cases will be presented in the Inland Waterways Maritime Education Sector, the Military sector (NATO Schools) the Healthcare Sector in the Netherlands. In all three cases ILIAS is already used as a Learning Content Management System to play an important role in the system architecture. However, on a larger scale these use cases require extension of ILIAS towards a network of ILIAS systems and/or other LCMS systems that are in use across Europe. For this purpose, it is very useful that ILIAS can be used both as a LTI consumer and LTI Provider hub to connect LMS systems, Content Management Systems and tools such as Pegasus that can be used to create digital portfolios or training record books that allow for evaluation surveys, competency-based tests, exercises and individual assessments next to the provision of engaging eLearning content such as interactive video and other content types as well as to provide communication tools.

It has been proven to be very important that the competency and skill levels acquired in previous formal education can be used as a base level for further education. Also, that improved competency and skill levels can be effectively used at a later stage to assess the effectiveness of training & education at school level and on the work floor. Social learning via direct interaction is one of the most important linking pints between formal education & training and knowledge processes on the work floor. However, it is important to keep track of the competency and skill levels. For this purpose, the EU Government has established ESCO the European Skills/Competencies, qualification, and Occupation Framework. From a learning standards perspective ADL and IMS have provided LTI, xAPI, CMI-5, CASS to help in harmonization from a technical ecosystem perspective.

In this workshop it will be discussed how an eLearning platform based on standards, frameworks and technologies such as LTI (Learning Tool Interoperability), xAPI, CMI-5, LRS, ESCO, CASS, Together these technologies can provide the required Learning Content Management functionalities. Blockchain and AI, OER Content Hubs and Immersive content which are all also high on the agenda of EU Government can be used in daily practice from the perspective of important economic sectors such as Inland Waterways and Logistics & Transport, Defense and Defense Industry as well as Healthcare. The main goal would be to use digital transition based on an underlying standardized platform to innovate these industries and allow for social inclusion and green strategies in Europe.

A Workshop format will be used to discuss the importance of these developments for education & training from the perspective of ILIAS as a Learning Content Management System and in a broader sense as a Learning, Information and Workforce Collaboration system combined with mobile Apps that are being used by youth and to come up with new ideas of how such a platform can be used and realized. Also what the importance is of integration and communication between systems as European Learning Ecosystem based on the standards mentioned.

The workshop will consist of a presentation of use cases by three contributors involving three use cases with ILIAS as a current state. Three breakout groups will be facilitated by the three contributors to discuss Future State in the context of competency based learning supported by ILIAS as a main hub. And then to present and discuss for all workshop attendees.

Göran Kattenberg has been responsible for deploying many e-learning projects in various industries such as education, public and corporate sectors. His expertise ranges from strategic consulting, educational consulting, project management, technical consulting, product management and business development. One of his levels of expertise is inking an organization via knowledge transfer solutions to a solid business case. He has a Doctorate in Cognitive & Learning Psychology and has over 20 years of experience in e-learning, in almost all areas covering technology, services, content and didactics. Active in the ILIAS Community for 6 years and collaborating often with Uwe Kohnle regarding learning standards and standards development such as implementation of xAPI in ILIAS for Dutch Defense.
