Defaults for BlockGUI / ColumnGUI

1 Description

ilBlockSetting::_lookup() at the moment looks for preferences stored in il_block_preferences and returns either what it found or false.
This feature is to add an intermediate step to it, looking for a possibly set default value in the settings table. Such a change would make it possible for an administrator to influence the appearance of a block until a user overrides the defaults by using the "move blocks" feature.
